According to the document all countries under regular visa rules will be allowed to enter Nepal. 

All tourists must first apply for a visa from a Nepalese embassy/mission or consulate in their home countries before traveling. 

Do we need COVID-19 negative PCR test to travel Nepal?

Travelers must show proof of a negative PCR COVID-19 test which should be taken no longer than 72 hours before departure.

Does Nepal require a quarantine or self-isolation upon arrival?

All travelers/ tourist should have to quarantine for seven days upon arrival at a hotel. Travelers will also be tested again on day 5 before being released from quarantine on seventh day.

Will Trekking and Climbing Resume?

Nepal has resumed Climbing and trekking for all travelers who have required proper permits. 

The Department of Tourism has prepared the necessary guidelines for climbers and trekkers who plan to visit Nepal. Department of Tourist will also issue Standard Operating Procedures for agencies to run autumn climbing and trekking activities in the autumn season,” Spokesperson Meera Achary said.

All tourists must have travel insurance that covers COVID-19 with at least US $5000 in coverage according to the Kathmandu Post.
